Buying off-plan property in Saudi Arabia
Saudi Arabia is adding new homes at scale. Much of the new off-plan supply is in Riyadh, with further communities in Jeddah, the Eastern Province and along the Red Sea coast, ranging from large master-planned neighbourhoods to villa and townhouse phases released in stages. Buying off-plan lets you reserve early and pay in stages as the community is built.
On Abaad now
Abaad currently lists 2 off-plan projects in Saudi Arabia from 2 developers, in Riyadh. Starting prices range from SAR 1,120,000 to SAR 3,400,000. Published handover dates run from 2027 to 2028.
Who can buy in Saudi Arabia
Saudi nationals can buy property freely. Recent regulation has widened the routes for non-Saudis to own property, within designated zones and subject to conditions, with special rules in Makkah and Madinah. Holders of Saudi Premium Residency have their own ownership rights.
Eligibility can also differ from one project to another, so confirm that you can buy the specific unit before you pay a deposit.
How off-plan payment plans work
A typical plan starts with a booking deposit when you reserve, followed by instalments tied to construction milestones or a fixed timetable, and a final balance at handover. Developers express the split as two numbers: a 60/40 plan means about 60 percent is paid before handover and 40 percent on or after it. Some projects add a post-handover plan that spreads part of the balance over a period after you receive the keys. Each project page shows the published split and, where the developer has shared it, the milestone schedule.
Off-plan sales in Saudi Arabia are licensed under the Wafi programme, which requires buyer payments to be held in an escrow account for the project.
What to check before you reserve
- Check that the project holds a Wafi off-plan sales licence, and pay only into the project's escrow account.
- The developer's track record and the projects it has already completed.
- The handover date written into the sale and purchase agreement, and what the contract says about delays.
- The unit's size, floor plan, view and finishing specification as stated in the contract, not only in the brochure.
- Costs on top of the price, such as registration fees and annual service charges.
- Whether you can resell or assign the contract before completion, and on what terms.
